The council is a collegueal and independant body composed of representatives from country federations or it's designates.

It is the nucleus of the organization that formulates the guiding policies, resolutions, organizational insurances and technical rulings for member federations, It's affiliates and cooperating associations. The council is the guardian of the federations philosophy.

THE INTERNATIONAL SECRETARIAT

The federation's administrations arm and centres of coordination, keeps records and information at it's base in Manila , Philippines.
